UDCPR-2020 glossary

The terms that decide what a Maharashtra plot is worth — defined plainly, with the regulation each comes from.

FSI / FAR
Floor Space Index — the ratio of total built-up area to plot area. The single number that sets how much you can build. (Reg 6, Tables 6-A / 6-G.)
Basic FSI
The base entitlement granted free of premium — 1.10 on the net plot for Municipal-Corporation areas under UDCPR. (Table 6-G.)
Premium FSI
Extra FSI bought from the authority at a percentage of the ASR (typically 35%), loadable up to a road-width-keyed limit. (Reg 6.1.1, computed on the gross plot.)
Ancillary Area FSI
Up to 60% (residential) / 80% (non-residential) of the proposed FSI, for ancillary areas, on payment of premium. (Note (i), Table 6-G.)
TDR
Transferable Development Rights — FSI generated elsewhere (e.g. by surrendering reserved land) and loaded onto a receiving plot, subject to road-width limits. (Reg 11.2.)
Net vs Gross plot
Basic FSI is on the net plot (after deducting DP road / reservation / amenity space); premium and TDR are on the gross plot when the deducted land is surrendered. (Note (xiv), Table 6-G.)
Marginal open spaces (setbacks)
Mandatory front / side / rear margins. Front follows the road width (Table 6-D); side/rear are one-fifth of building height (H/5) above 15 m. (Reg 6.2.3.)
Congested area
Older core / gaothan areas, governed by Table 6-A with different basic FSI and relaxed margins, versus non-congested Table 6-G.
Special / High-rise building
A building above 24 m. Triggers two staircases, refuge floors, fire lift, a minimum frontage road and fire NOC. (Reg 1.3, 9.28/9.29.)
Refuge floor
A fire-refuge level required above 24 m and then at intervals; its area is FSI-free up to a limit. (Reg 9.29.)
Amenity space
Land (5% for plots >= 2 ha) reserved and deducted from the net plot before FSI. (Reg 3.5.1 / 3.9.)
ASR / Ready Reckoner
Annual Statement of Rates — the government land/construction value that premiums and charges are computed against.
DCR pre-check
An early, pre-submission test of a scheme against the development-control rules (FSI, margins, parking, height) to catch issues before sanction.
Ground coverage
The footprint as a percentage of the plot — under UDCPR, governed indirectly through the margins rather than a fixed cap.
